Zoning Transition Programs

An important step in implementing new or updated zoning regulations is to prepare a comprehensive program to “transition” from old (or non-existant) zoning districts to new zoning districts. Termed a “zoning transition program”, the ultimate goal of the program is for the adoption of a new or updated official zoning map. A zoning transition program provides a policy framework for determining how property is classified into one or more new zoning districts. A zoning transition program also outlines procedures for public outreach, property owner notification, and the resolution of conflicts regarding the determination of zoning districts.
