An important step in implementing new or updated zoning regulations is to prepare a comprehensive program to “transition” from old zoning districts to new zoning districts. The goal of a zoning transition program is to adopt a new or updated official zoning map. A zoning transition program provides a policy framework for determining how property is classified into one or more new zoning districts, and outlines procedures for public outreach, property owner notification, and the resolution of conflicts regarding the determination of zoning districts.
