Plan Tools work with county and municipal governments to prepare Housing Action Plans, adopt qualifying housing strategies and update zoning codes that remove barriers to attainable housing development. Notably, a Plan Tools team assisted the Colorado Department of Local Affairs in evaluating housing strategies submitted by 60 applicants for the Affordable Housing Development Incentives Grant Program, and "best practice" strategies for an additional 35 applicants for the Strong Communities Infrastructure Grant Program.
